Below i will explain you what it is and why you need it if you are serious rapper, songwriter, etc.
PRO (Performance Rights Organization) – It is organization that helps artists and music publishers collect and pay money for usage of their music. It gains royalities from radio plays (as well with internet radios), TV shows, commercials or live shows, venues, concerts. You can register your work with those organizations.
All royalities are paied to PRO. Such as ASCAP, SESAC, BMI, Zaiks, SOCAN, … . Then they send collected money to artists and their music publishers. Every country have it’s own PRO company. Here is a list –> LINK
It is really important if you are serious artist to have such Agreement with PRO company, otherwise you will loose your royalities from plays…

Performing rights organizations collect performance royalities for artists and their music publishers, but they don’t collect mechanical royalities, sync fees and digital performance royalities associated with creation of master recording
SoundExchange – they pay for – digital performance royalities associated with creation of master recording.
